Imee Mateo Downing, APRN-C, serves as Chief Clinical Officer of Oasis Care Clinic, where she provides strategic clinical leadership and oversees the delivery of exceptional patient care. With advanced clinical expertise and a deep commitment to community health, she ensures the highest standards of wound care and care management services.
Born and raised in the Philippines, Ms. Downing earned dual bachelor’s degrees in Information Technology and Nursing. She later completed her Master of Science in Nursing with a specialization in Adult-Gerontology Primary Care. She is a board-certified Advanced Practice Registered Nurse by the American Association of Nurse Practitioners and holds certification as a Wound Care Specialist.​
Drawing from her unique perspective — having experienced healthcare both as a patient and as a provider — Imee identified critical gaps in community education and accessible care. Together with her husband, Jeffrey, she co-founded Oasis Care Clinic, Inc., with a mission to deliver high-quality, personalized care management and specialized wound care directly to patients in their homes and withing the Oasis clinics.

As Chief Executive Officer of Oasis Care Clinic, Jeffrey Downing is responsible for the overall strategic leadership and day-to-day operations of the organization. He plays a pivotal role in driving operational excellence, business development, and the delivery of high-quality patient care.

Mr. Downing brings over 30 years of senior leadership experience across the information technology sector and multiple vertical markets. Throughout his career, he has served in executive roles equivalent to Chief Operating Officer, with deep expertise in finance, marketing, process optimization, operational management, and organizational development.
